History of the Project and Documents

Record of Decision

The Federal Highway Administration (FHWA) approved Port St. Lucie’s plan to build the Crosstown Parkway extension bridge over the St. Lucie River at the city’s locally preferred route, known as 1C. The formal ruling is called a Record of Decision (ROD).

With this ruling, the City was able to move forward with property acquisition efforts and construction of several environmental improvement projects in state recreation areas that must be completed before construction of the bridge begins.

Mitigation
Lessening the impact on the environment during construction is extremely important. In order to meet mitigation requirements for this project, any property cleared will be recreated on site or at another location.

Mitigation Projects:

Mitigation Project Map: A map overview of the proposed proprietary mitigation projects including water quality sites, land acquisition sites and recreation opportunities.

Platts Creek Compensatory Mitigation: The Platts Creek Compensatory Mitigation (PCCM) project constructed 47.87 acres of wetland mitigation.

Baffle Box Project:  Baffle Boxes capture a wide variety of pollutants including TSS, sediment, debris, organic material, trash and hydrocarbons while maintaining water flow. Baffle Boxes were installed at five locations that directly discharge into the North Fork of the St Lucie.

Canoe/Kayak Launch:  This project relocated the existing facility approximately 1000-feet south. The proposed improvements include paved access road & parking area and ADA accessible canoe launch.

Savannas Recreation Trail:   This project constructed a trail starting at the Savanna Recreation Area Campground located on Midway Road. The trail is a segment of the East Coast Greenway which is a multi-state trail that connects Calais, Maine to Key West,Florida.

Savannas Education Center:  Improvements to the Savannas Education Center include a 3000 sf building addition, concrete parking, an observation deck and improved trail.

Water Quality ProjectsSedimentation will be removed from Evans Creek and two oxbows in the North Fork of the St. Lucie River. The removal will provide improved flows and hydration of the surrounding wetlands.
